Fuel retail is the sale of fuels such as diesel, gasoline, and petroleum and propane gas. Local fuel retail outlets especially for diesel, petroleum and propane gas operate under strict guidelines spent out by the Motor Fuels Quality Act and the Weights and Measures Act. For you to start operating a Local Fuel retail outlet, you need to acquire a trading license. However in some countries, the retail marketing of gasoline for aircraft does not need licensing. To qualify for the licenses, local fuel retail outlets must comply with guidelines set out by the Motor Fuels Quality Act. Existing outlets should not be paying fines as outlined under Fuels Quality Act and should be free of convictions imposed under section 31 Weights and Measures Felony, two years prior to the application date. It is important to note that the license is not transferable from one entity to another or from a specific location to another. The law stipulates that new entrants must apply 60 days before commencing on fuel sales of diesel, petroleum and propane gas. However the 60 day requirement can be withdrawn if the applicant attaches a written statement requesting the waiver. All retail outlets are required to regularly renew their applications on or before September 1 of each year. Commercial entities intending to pull out from the market must notify the licensing authority through a written notice with details on location of the outlet and whether the said business is seasonal.
